Commission would like quarterly reports from Camp Denison. Regarding activities and programs.

Fee Schedule revision discussion

Steve Przyjemski, Agent – The fees were not keeping up with current costs/expenses and I have done a lot of research on this with comparative analysis with other towns. You should give input and make modifications on this and I will revise the form.

Mike Birmingham, GCC – I am wondering if we could make some changes on RDA filings.

Steve Przyjemski, Agent – There are certain limits with enforcement on the RDA filings.

Ben Osgood of NEE – I do a lot of septic design and in Haverhill if the septic design is accepted by the BOH then it is signed off at an administrative level.

Paul Nelson, GCC – There is a risk in doing this.

Ben Osgood – Can you move forward quickly if it is an emergency with an NOI?

Steve Przyjemski, Agent – Yes, I can do that.

Ben Osgood – I have seen fee structure. I have also seen that with the NOI the septic projects have a lower fee. This way you still have the oversight but it is more affordable.

Mike Birmingham, GCC – You would want an NOI specifically for septic.

Steve Przyjemski, Agent – Well, I have essentially done that.

Carl Shreder, GCC – I would like to streamline the smaller projects and make them more affordable.

Mike Birmingham, GCC – Perhaps we should have you (Steve) send out the categories and we (Com) could modify because we could discuss this all night.

Steve Przyjemski, Agent – Well, we could go crazy with the specifics but, we could come up with some ideas to make this work a little smoother.

Steve Przyjemski, Agent – So, what would be the difference between an RDA and a “Simple NOI”?

Mike Birmingham, GCC – I would think that an RDA would have associated grading. That is what I consider an RDA.

Steve Przyjemski, Agent – Well, we could discuss this more in order to fine tune it.

Mike Birmingham, GCC – We could work with septic, that is a big one to work with.

Carl Shreder, GCC – We could consider repair or new septic and we need to evaluate the sub-categories.

Steve continues to explain proposed modifications on the fee schedule.

Com made some suggestions for fee schedule.

Ben Osgood of NEE made some suggestions for fee schedule.

Steve Przyjemski, Agent – I will draft up the changes you have suggested and I will send this out.

Steve Przyjemski, Agent – We have been working to get this deed for Mr. Bussing. I believe there will be another gentleman that will be taking over.

John Bell, GCC – The house or the land?

Steve Przyjemski, Agent – Both. So, it appears we will be dealing with him on this, now.

Steve Przyjemski, Agent – Speaking with the attorney today it is possible to accept the draft deed and present to all for acceptance in order to move forward with the OoC.

Carl Shreder, GCC – I would like to speak with OSC and get some feedback.

Mike Birmingham, GCC – So, this would be a risk of the Con Com, not the town?

Steve Przyjemski, Agent – Right.

Steve Przyjemski, Agent – I will speak with OPC to see what the procedure should be and K & P to get this moving forward. We could then sign the OoC at the next meeting, hopefully.

47 West Street

Carl Shreder, GCC – We have been asked to continue this hearing?

Steve Przyjemski, Agent – Yes, we have received the risk assessment report that is claiming that enough soil has been removed to be considered safe to build on the land. The DEP is going to submit a response on this soon. I have my opinion, our LSP has one so, I am just waiting to gather all of the information to present. There are some big issues with the DEP as well as, the timeline being missed. There could be possible fines. There could be some issues with possible contaminants directly in the wetlands.

Steve Przyjemski, Agent – The northern portion of the property that they have discussed donating to the town was an area that wasn’t tested and I had made the suggestion to have that area tested while they were out there and it did come up with high levels of contaminants.

540 North Street

Ben Osgood – We have had a site walk and the Commission’s LSP has reviewed and reported on the delineation. We have moved all out of the BVW at this point. This is all I’ve got.

Steve Przyjemski, Agent – I think we had an issue with the vernal pool. It was a debate about rather this was a vernal pool or a pond.

Ben Osgood – We did get the approval from NHESP and the DEP.

Steve Przyjemski, Agent – So, this is pretty much out of our jurisdiction at this point anyway.

Steve Przyjemski, Agent – The second lot is out of our jurisdiction. We have two sets of plans, now.

Ben Osgood – I don’t think this land will be developed right a way so the way I filed this it will be quite simple to get a CoC.

Steve Przyjemski, Agent – Just make sure that you file for an extension if it goes beyond the three years that the OoC is good for.
